Status: | Full-time JOB SUMMARY: Reporting to the Director of Public Works, this position is responsible for planning, organizing, and directing the work of the department in the areas of roads/highways and boulevards, buildings, and utilities such as water and wastewater systems in a safe and efficient manner. The Supervisor provides management of staff through training and development, supervision, scheduling of employees, and performance management. This position assists the Director in the areas of budget preparation, creating reports, preparing public works plans and projects for the Town. DUTIES & RESPONSIBILITIES: Responsible for the maintenance of the roads/highways and department equipment which includes but is not limited to:
- Oversees road inspections, road maintenance, and repairs including snow removal in winter.
- Responsible for the dust suppression program.
- Oversees road signage.
- Responsible for the inspections and maintenance of mobile and stationary department equipment.
Oversees water, wastewater, and storm drainage systems. This includes but is not limited to:
- Oversees the operation of the water treatment plant ensuring water quality standards are met.
- Manages the water distribution system.
- Manages the storm drain system.
- Manages the sanitation and sewage collection and disposal system.
- Ensure standards and disposal procedures are followed.
- Coordinates the management and operation of the sewage lagoon.
- Ensure inspections are completed on Town buildings.
- Coordinates repairs to buildings including structural, mechanical, and electrical systems.
- Collaborates with Community Services to carry out landscaping and vegetation management.
Responsible for managing the staff of the Public Works department. This includes but is not limited to:
- Ensuring staff is properly trained and developed.
- Provides leadership, guidance, supervision, and counseling to staff.
- Promotes staff morale.
- Assigns tasks and ensure schedules are maintained including after-hours coverage as needed.
- Ensures workplace safety is practiced.
- Carries out performance management of staff.
- Assists the Director with the preparation of budgets, reports, and department planning.
- Establishes preventative maintenance schedules.
- Prepares plans for short terms projects.
- Directs the work of contractors.
- Interact with the public and respond when issues arise on Town infrastructure.
- Prepares activity and daily logs and work orders/reports as needed.
- Ensures safety program is in place and safe work practices are followed.
- Recommends the purchase of goods and equipment /maintains inventories.
- Provides reports to government agencies, departments, and other organizations as required.
- Ensures records are maintained and up-to-date.
- Ensures weekly round checks of water treatment plant, lift stations, are scheduled and conducted.
- Response to after-hours emergency calls to the Public Works department.
Perform other related duties as required. KNOWLEDGE & SKILLS:
- The following education, job knowledge, and skills are required for an individual to be able to perform the duties of this position.
- Completion of a Journeyperson Certification Program in related trade.
- Several years of experience in various trades, as well as administrative and supervisory experience. General contracting experience would be an asset.
- Knowledge of public works program administration.
- Knowledge of water and sanitation systems management; water sampling and testing techniques; operation of a water treatment plant.
- Knowledge of preventative and predictive maintenance programs.
- Basic knowledge of equipment, building, water and sanitation, and road maintenance inspection procedures.
- Basic knowledge of mechanical, plumbing, heating, and electrical systems.
- Basic knowledge of heavy equipment.
- Knowledge of applicable laws, bylaws, and procedures.
